Biden Issues First National Security Memorandum on AI Leadership

Washington, D.C. – October 25, 2024 – In a first for presidents of the United States, President Biden has signed a National Security Memorandum (NSM) on the use of Artificial Intelligence, marking a pivotal moment in US technology policy. This is because it draws attention to the geo-economics of AI with respect to national security and other global leadership aspects.

The memorandum underlines the importance of US economic capabilities in sustaining competitiveness in advanced AI models, including private-sector innovation, semiconductor design, talent development, and computational resources. The initiative directs the National Economic Council to assess the competitive advantage of the US private sector AI ecosystem.

“We should not take those strengths for granted in the future,” stated Lael Brainard, National Economic Advisor, highlighting the importance of maintaining critical technologies within US borders. She emphasized that “sustaining US preeminence in frontier AI into the future will require strong domestic foundations in semiconductors, infrastructure, and clean energy.”

This initiative is meant to build on certain existing initiatives such as the CHIPS and Science Act, Bipartisan Infrastructure Law, and Inflation Reduction Act and it aims at enhancing the growth of artificial intelligence. A subsequent main objective involves the construction of more fuel-efficient AI data structures. The administration has pledged to make issuing permits easier whilst also pledging to make the power to run these structures inexpensive.

There is also a consideration in the memorandum regarding the development of the workforce, with a necessity for nurturing not only AI specialists but also other skilled trades. This multifaceted approach is consistent with previous AI-related safety executive orders and calls for commitments from the industry, of which this is yet another chapter as the administration is striving to ensure that the US remains on top of the advances in AI technology.
