78% of Government Agencies Accelerate Gen AI Adoption, Deloitte Reports

Washington, D.C. – October 24, 2024 – According to the new find conducted by Deloitte on the State of Generative AI in the Enterprise Survey, there has been a paradigm shift in the manner in which dramatic transformation in how government organizations are approaching AI adoption. The extensive research included 2770 top executives from 14 different countries and reported that 78% of government organizations are now adopting generative AI at an accelerated pace with an increase of 18% since January 2024 itself.

The research identifies a unique bottom-up pathway to AI adoption in government organizations, contrasting with the top-down approach common in commercial sectors. Government employees show notably higher interest in utilizing generative AI compared to their private-sector counterparts, despite organizational challenges.

86% of respondents from government agencies are engaging generative AI technology in software and IT services. In contrast, the uptake of technology in IT/Cyber security is over 10 times more than in any other function.

But the road is not completely clear. Looking at the evidence from the survey, two major issues should be addressed. They are the lack of appropriate knowledge and skills and the problem of quantifying mission value. As of now, 75% of government entities say that less than two-fifths of their workforce use generative AI welfare tools compared to business enterprises.

A three-pronged strategy for scaling AI in government is recommended: strengthening expertise through upskilling and partnerships, providing wider access within set guardrails, and focusing on measurable mission outcomes. This strategy seeks to harness the high levels of enthusiasm exhibited by government employees while considering the peculiarities of public sector AI development and utilization.
